The only real advice I have for you is to look at existing systems. Decide what you like and dislike about them and try to incorporate the things you like and leave out the things you don't.

I looked through the previous posts and didn't see what I was looking for so: Can some nice member point me in the correct dirrection to find a "system" (rules?) to base my own game on? or if there is a development group setting up who needs creative input I'd love to take a look at it...
